Colony Ayem (I-MGAB II) Gains new boardmember!

Greetings everyone, I'm Jandice Ymladris, CEO of the Aurora Arcology

A small introduction to the Aurora Arcology

The AA started out as a charity State project, to give refugees a new chance in life, providing they wanted to work for it. The succes was overwhelming and we've looking to expanding our Venture. Mr Turelus pointed out a unique opportunity to assist in managing a colony in the 4TH District. After negotiations and considerations, co-custody was granted  to develop Ayem (I-MGAB II) further, with our backing, we can strengthen the colony, expand it's population and also strengthening it's local military. I want to thank Mr Demion Samenel for the good negotiations and his trust in me.

What are the plans?

In short term, expand the colony to accomodate a larger population. This means we'll have to import quite some goods, this will be reflected by buy orders in Port Larren.

Once this is done, everything will be set up for a large scale immigration. Following this will be the further exploitation of the planet. Possibilites of installing a Military Academy to train the population for Station & Shipcrew will be investigated, but only after 4TH District approval of course.

One long term project that's in the pipeline is increasing the habitability of the planet, and attempting to have the planet's name officially registrated by Concord once it's proven the planet's population is sufficient to maintain itself.

An Expert Team has been selected from the Aurora Arcology, in order to gain more detailed information about the planet, and a closer inspection of the colony.

The compostion of the Expert Team:

-1 Arcology Teamleader (VIP)
-9 Prospectors (Miners)
-6 Construction-Engineers (Constructionworkers)
-100 Corporate Workforce (Janitors)
-100 Corporate Employees (Tourists)

Initial planet report (susceptible to change after second part: Colony inspection is finished)

First impressions: mountanious world but rich in local plantlife and local cattle, as noted by the export, so it can support a large population. The mountains will provide a serious challenge for large scale farming but it'll be good for large scale underground housing, in wich the State has experience.
The high density of the planet, combined with mountaneous terrain confirm initial scans that there's plenty of easy to reach ores to work with, perhaps not enough for export, but surely enough to setup a large scale industry to supply the populationgrowth and to sustain a large planetary economy. Combined with large supplies of carbon compounds for advanced materials as plastics & carbonfiber this is an area where we shouldn't face any large issues.

The mountains on the other hand do privide excellent hideouts for rogue elements and criminals of various caliber, so a military presence will be required early on, requiring additional import of materials to sustain them early on.

On overall the resources are fairly well spread across the oceans and the various continents, making the choice to expand the original colony a logical choice. A coastal presence is surely required to feed a large populace due to the mountains.

Recommendations:
-Expand agriculture, both land & seabased to accomodate the first wave of immigrants
-Import Buildingmaterials to expand the industry & create additional homes.
-Import Robotics for more advanced underground complexes, best suitable in a mountaneous enviroment.
-Start up/ expand the local industry & miningsites to accomodate a much larger planetary population and to boost the local market with addtional products.
-Estabilish a garrison early on for law enforcement, preferably with a detachement experienced in mountaneous warfare. Also stationing of Anti-grav vehicles recommended. Will require import of planetary vehicles.

This report is not yet finished and is susceptible to change. Next step is to inspect the colony itself, wich has a high chance of affecting the recommendations depending on what will be found.

Good to hear that you initial assesment whent witout a hinch. We will sit down with members from Fourth District Infrastructure Ltd. To make up the exact plans for Ayem colonies development. The exact number of colonists, the time frame, logistic issues and such. Any military develoment would also require additional members from 4th District military advisory board.

I will make time to adress this matter.

Greetings folks, giving an update on the project, as I wouldn't want you to think it got abandoned. I'm aware that there's been quite some intrusions from others on Providence, so your commanders have been occupied with more pressing matters.

This is to provide a rough idea of the future development that's planned for Ayem. This still needs to be discussed with the Board of Directors and thereby be subject to change!

Outlaid plans & ideas for the expansion of Ayem colony. Timeline: early Y116 rill end of the year

The initial project is to estabilish a Planetary Administration Center (PAC) at the fringes of the colony. This will house around 3000 employees, who will be brought in from the Arcology. Materials & machines to build will be imported locally (Buy orders). The Employees might need an escort for a safe arrival, but this will be discussed first.
Once the PAC is constructed, it's primary function will be to manage planetary affairs more efficiently. It'll aim at increasing local foodproduction & expanding the local industry.
Also it'll look into ways to promote planet Ayem for Capsuleer PI to increase revenue. Ways of achieving this could be advertisements (anchored named cans, must be discussed &  approved by 4TH first if it happens) also a temporary Tax reduction form the POCO could bring in extra investors. Will require a meeting with the POCO operators to discuss possibilities on Tax-changes.

Once this is in place (and probably some other stuff) focus will redirect in providing materials & machines to expand the colony itself, to house alot more colonists. All required goods will be imported locally, with support. Toughts will be given on what extra can be done besides expanding the population.
Around this time, first steps will be set for a garrison (provided if approved by the board) to combat any crime, the mountains do provide good cover for insurgents, so a strong milita force is required.
Current aim is to deliver approximatly 100.000 new colonists by the end of Y116. This will provide a solid basis for a self-sufficient and genetically healthy colony.
Future plans at this time will involve increasing colony population to be able to train shipcrews locally and perhaps estabilish an additional colony. It will also incorporate the expansion of the Garrison to provide a source for off-world groundforce support in case it might be needed.

It is important to note that the Colony will remain under control of the Board of Directors of Fourth District Infrastructures Ltd. The plan mentioned above is a plan that has yet to be reviewed by the Board. This is published in public, so everyone knows what our plans are. The Aurora Arcology wishes to assist in creating a strong State Colony that will be a shiny beacon of Caldari prowess in the region.

From the Office of Foreign Affairs

Aurora Arcology Project will be granted to place a Planetary Administration Office on the Planet of Ayem.

Still will mark the first step towards integrate the projects inhabitants to the colony of Ayem. The final draft is yet to be decided on the exact size of the relocation process, but we do expect that a first stage can be made possible within a few months. At the moment I-MGAG station will serve as major relocating center were proper assessment can be made together with Jandice Ylmadris Executor of the Aurora Arcology Project.

The major goal with the joint project is to make a suitable settlement on the planet with a good and stable economic plan, suitable and safe environment infrastructure and a noticeable growth rate from the planets resources.

One of the Alliance goals is to increase the revenues from planetary development and resources and we do believe that this can benefit us in our long term development of the Fourth District.

As followup, Aurora Arcology now moved 10.000 workmen to the planet, to begin the expansion of the infrastructure of the planet to accomodate a far larger population. Currently, these men reside in pressurized workcamps, set up by the initial colony team, with assistance of the local population.

It is expected that the Planetary Administration Office will be constructed & ready for use within a week.
In the course of the week, orders for Buildingmaterials, Livestock & Robotics will appear in the I-MGAB system, allowing capsuleers to assist in the colony construction by supplying materials.

Update:

Buy orders have been set up in Port Larren with a 2 week runtime for the following goods:

-Constructionblocks (general infrastucture, mostly homes & stuff)
-Livestock (farms)
-Smartfab Units (industry) (completed by 4Th District member Mephisto Rasputin!)
-Robotics (automation)

The speed on which they get filled (if at all) will have an effect on the expansion effort for the Ayem Colony

Edit: Update: The industry requirement has been futhfilled in recordtime! So it seems a strong industrial base for the colony won't be an issue.

New update:

All orders have been futhfilled, allowing for a rapid & sustained expantion of the colony infrastructure. Thanks to all who helped filling these orders!

Current population of the Ayem colony is at slightly above 30.000 inhabitants. There are also 1.000 Marines training in I-MGAb, Port Larren station under 4TH District security forces, in order to prepare them for law enforcement on Ayem Colony.

Arcology immigrants can be expected by the end of this month after 4TH district approval

And so they arrived! Over 20.000 new colonists arrived at Ayem, including colonists coming from within Providence, screened & supplied by Providence residents & 4TH District member Cyrillian Voth!

Now the colony will be able to ramp up production, being able to export planetside food as luxury products. This should provide a good alternative for capsuleers looking for something tastier then the industrialized food created in space.
4TH District stations & facilities will be the primary receivers of this export, due to their major support in this colony program. Due to earlier agreements made, Monyusaiya Industry Trade Group [MITG] will also get a share of this export, as they are housed in Port Larren and provide a first solid income for the colony otuside 4TH District.
In short: expect better & tastier food at  4TH District stations in the near future!

Due to an incident at the Port Larren transition, a small 4TH District security force went planetside to assure law enforcement till the training of the Aurora Security group is finished.

I like to thank everyone who assisted in this project by ferrying goods & supplies to support the colony in this expansive growth!

The second colonist wave has arrived at Ayem! Bringing it's population over 70.000 citizens!

As detailed in the report: Second colonist wave arrives at Ayem colony! these colonists will reinforce the industrial base of the colony in order to reduce dependancy on offworld import for devices & machinery.

Also, additional livestock has been imported from Intaki. This livestock is genetically enhanced for better endure the conditions on unterraformed worlds like Ayem, leading to a higher production of food & assorted goods.

I also like to thank 4TH District for providing a solid security in the I-MGAB system! For over a month, there has been no capsuleer engagements in this system, making the population feel safe in their colony, only needing to worry about the challenges that come with settling a new world.

Future colonist waves will mainly focus on improving servcies offered, like schools, hospitals etc, turing the colony into a flourishing settlement!

Transmission from a unknown source was intercepted today at Ayem colony. It turned out to be a structure in space that was impervious to scans and bend light around it.

Thanks for maintaining security through the rough times in Providence after summer. Also a major thanks for patrolling the I-MGAB system & keep an eye out for the mystery that these Jovian structures & ships represent.

While major colony development has stalled the last 6 months due to this, I've monitored the situation & small groups of settlers originating from other places in Providence joined the Ayem Colony during this period.

Recently, I published an article, offering an update on both major Aurora projects: 'Jovian structures delay Aurora Projects'

Hopefully, I'll be able to resume the colony development soon. One last transport of colonists is required to push the population beyond 100.000, an important number, as it signifies a population that's genetically healthy enough to sustain itself without too much involvement.
Due to the long delay, I'll consult the proper 4TH District officials first before resuming.

A sensible precaution

I called for a meeting http://thefourthdistrict.blogspot.se/2015/02/cain-holds-meeting-in-port-larren-over.html we the issue over the appearance of this structure. As its most unclear not only for us but for a larger portion of the scientist community we have decided to approach with caution and assess further development.

I will call for a meeting for the Ayem development board  at a later date when we have more facts.
